FEDERAL BUREAU OF INVESTIGATION Special Affairs Division Security Clearance Roosevelt File Number 803 Lucius Finch Investigating Agents Special Agent Catherine Maria Shenko Special Agent Daniel Philip Hanrahan SUMMARY OF INVESTIGATION Lucius Finch first came to our attention in January of this year, when he was the victim of an assassination attempt. Mr Finch was, and is, a highly successful Corporate Raider and it would appear that, early this year, he got too close to a competitor. The car bomb was impressive by any standards, destroying windows for three miles and killing a bystander 100m away simply by the shockwave. Finch was rushed to hospital and remained in surgery for 10 hours, undergoing a lung and kidney transplant. He was given a three percent chance of survival. Finch walked out of the hospital a week later. At this point, I inquired as to the availability of Lucius Finch's medical records. All of his records are classified as COSMIC TOP SECRET, above even my own clearance and that of my section Chief. Undeterred, I made enquiries around the doctors working in the ER when the bomb victims came in. Almost all were unwilling or unable to talk to me(Several had gone on holiday, without leaving a note. Another had been reassigned, a fourth retired etc)with one exception. Dr Frederick Garrovik, a personal friend was on shift that night, and Garrovik told me exactly what he'd seen. Finch had been the last one brought in, by his own personal ambulance. His doctors had commandeered one of the trauma rooms and had immediately placed him in an enforced coma. Approximately a minute later, a FINCH ENTERPRISES chopper landed on the roof, narrowly avoiding a collision with a paramedic helicopter. Garrovik was shoved aside as the crew sprinted downstairs into the trauma room, and handed over five organ transplant units. An hour later, Finch was in a stable condition. To say that he has a remarkable constitution is, to say the least, an understatement. According to Dr Garrovik, Lucius Finch received a lung, heart, liver, kidney and pancreas transplant, an operation which, aside from making medical history, apparently took place in an hour. I reviewed the Special Affairs Files, in the hope of finding any comparable cases and, after, eight hours of continuous research, came up with a link. The Rorschach Clinic, one of the "Shadow" Installations operating in the Midwest, has records dating back over 400 years. In 1581, the original Clinic, a plague house in London, reported treating an unusually deformed individual known as Lukar Finn. The Clinic kindly faxed me the records of Finn's treatment including detailed sketches of his deformity. Three things immediately became apparent: A)Lukar Finn is Lucas Finch, with a sloping forehead, cleft palette and inset eyes. B)Lukar Finn, and therefore, Lucas Finch, is either an Immortal or an extremely long lived form of human. C)The deformities are not deformities, rather the standard facial profile of Cro-Magnon Man. Pursuing this lead, I contacted "Delphi", one of my sources. They supplied me with financial records, newspaper reports and, in one case, an interview, all given by Lukar Finn(Now recognisable as Lucius Finch). In short, Lucius Finch is at least two hundred years old. I pursued matters further, and via friends in the Anthropology Departments of several universities, was unable to uncover a little more. Stories are told in England, Greenland and Denmark, of a hideously deformed man who wandered from town to town, offering a simple bargain. He would perform whatever work the townspeople desired, in return for a favour(The similarities to the Pied Piper of Hamelin are clear and Finch does own a townhouse in that part of Germany). It seems likely that this was Finch{Or the culmination of yet another needlessly complex explanation for a criminal and his activities}. Unfortunately, this is as far as I got, and my Awakened sources, when approached, told me in no uncertain terms what I could do with my request for information. As a result, Agent Hanrahan and myself turned to Finch's present state. We reviewed every interview he gave, every article he wrote and every company he has acquired control of. What we found, is very far from pretty. Each company Finch has taken an interest in, which has refused his approaches, has experienced serious trouble not long after. In short, Finch has used his own resources to harass, and in several cases, kill, the board members of the company. We have, appended to this file, a piece of security camera footage clearly showing him throttling an Executive of HEPHAESTUS INCORPORATED to death. Equally disturbingly, vans or personnel belonging to Finch-owned companies have been sighted at no less than 4000 robberies, homicides or thefts. These figures are clearly available,and NOTHING has been done about it. This man seems to have little short of absolute power in this country, rising above even the Vampiric Organisations and their known infiltration of the Senate. CONCLUSION It is this Agent's belief that Mr Finch is an Immortal of a type not previously seen. His reliance on Organ Transplants suggests that he is almost a "Half-caste", a normal human with an unusually robust constitution and centuries of knowledge, acquaintances, and favours owed. In short, both Agent Hanrahan and myself believe Lucius Finch to be, in the short term, a great danger to both the people of this country and the country itself. Special Agent Catherine Maria Shenko Special Agent Daniel Hanrahan Playing Lucius Finch in the World of Darkness The Truth Shenko's pretty much right. Finch was Cro Magnon, and holds the distinction of being one of the first ever Immortals, and certainly one of the oldest at 50,000(And counting). However, the circumstances of how he gained his Immortality were, to say the least, highly unusual. Finch was wandering in what is now the Pacific basin, at a time of great geological activity. He strayed too close to a meteorite impact and was killed by the shockwave. When he woke up, he watched, fascinated and horrified, as his chest knitted itself back together, and one shattered, burnt leg, slowly returned to normal. Rejoicing, Finch got as far away from the crater as possible. The true implications of what had happened to him came later. During a hunt, he was gored and left for dead by the others. To his horror, he felt no pain, but the wound didn't heal, his liver having been torn apart. In desperation, he killed one of the scavengers around him and placed it's liver in the wound. Feverish and ill, he staggered back to the camp, only to be driven away by the others. That night, he crept back in, clubbed one of the young males to death and tore his liver out, placing it in his own body. He was an outcast, but he was a live outcast. And one with abilities he was still learning about. He soon discovered that organ damaging wounds would not heal, and that the organ would have to be replaced. His body fought off infection and bonded with the new organ quickly, but it had to be of the right type. His own kind were best, but he could survive, for a limited time, on animals. Over the years, he discovered something else. He could have children and those children would carry the same taint as himself. He had found that human organs would do, but were still not quite right. The explosion, and the elements he had been exposed to had altered him too much, and now the only people he could live off were his own children. Finch had learnt one thing during his first decade as an Immortal. He wanted to live, and he would do anything to ensure that. By 1996, he has sired millions of children, and his taint has been carried down the generations throughout their families. As a result, Finch's medical teams can have the necessary organs in place within an hour, and the deaths will be explained as simply murders or missing persons. All this information is stored in an encrypted database contained in the Finch Enterprises main building. Finch carries a disk copy with him at all times, and at least ten other copies are known to be stored in major Finch owned buildings. Several attempts have been made to find and destroy this database but, to date, they have been unsuccessful. The Game Finch takes no interest at all in the Immortals' struggle for "The Prize". He has killed Immortals, but only to gain information he knew they had and in each case, has done so with armed backup ready to help him. Finch is, however, a highly competent swordsman and Martial Artist and uses these skills when staging what he calls a "Hostile takeover". His attitude towards other Immortals is, to say the least, ambivalent. He has been known to help some of his kind, in return for either their services or information, but at the same time is known to finance at least one Hunter group. Those Immortals he does help are acutely aware of both how lucky they are, and how much potential danger they are in. General Finch is based almost exclusively on the version of Vandal Savage seen in The Ray and Justice League Task Force . In short, a man with immense wealth, immense power and an incredible capacity for violence. Finch's driving force is his ambition because he knows that if he ever stops reaching, he'll stagnate and when he stagnates, he'll lose his edge. Finch has a finger in everything, from the Special Affairs Division and the Presidency through the Camarilla. Everyone in any position of power either knows him or knows of him. In short, imagine an Immortal version of Keyser Soze. Other Races' Views Camarilla: He knows more about us than he should. And is far, far too clever to be removed from the game. Be careful. Sabbat: Let me get this straight...50,000 years old...knows everyone in power...utterly ruthless...It's Sinatra! You're asking us to be scared of Ole Blue Eyes! Garou: He knows too much about us. When the time comes, he will be amongst the first to fall. Magi: A fascinating individual, both genetically and mentally. The first Tradition to blackmail him instead of vice versa, will be powerful indeed. The Technocracy: An old, old friend. He is our most powerful ally, and potentially, our most dangerous enemy. Wraiths: He has no relevance to us. Changelings: Ha! He has potential! Given the right training, he could become a Rook instead of just a Pawn! Immortals: Our oldest, and one who, thankfully, has found a better game to play. He has been known to help us but, when he does, his price makes the Changelings look reasonable. He is physically an amazingly intimidating man, 6'5 and broad shouldered, with black hair tied in a ponytail, an immaculately trimmed goatee and piercing blue eyes. His voice is deep and slightly gruff, and his demeanour is always, regardless of the situation, calm and unflappable. Imagine a cross between Jonathan Frakes(Voice/Looks)and Henry Rollins(Build). @Finch has travelled the world during his 50,000 years on it, and knows the culture and people of each country intimately. As a result, when travelling he obeys every cultural tradition and practice. As a result, the native cultures of each country are shown respect and deference, whilst the big businesses are ruthlessly pursued. @@Finch knows 90% of modern languages inside out, and is often able to converse in their older forms.
