FEDERAL BUREAU OF INVESTIGATION Special Affairs Division Security Clearance Roosevelt The "Spectre" Killings File Number X1101 Investigating Agents Special Agent Catherine Maria Shenko Special Agent Daniel Philip Hanrahan SUMMARY OF EVENTS Between December 14th 1941 and January 8th 1996, five hundred people have been killed. The victims have been both male and female, between the ages of 19 and 67. All have been involved with some criminal activity, usually a homicide just prior to their death. The killings themselves have occurred in innumerable different ways, ranging from brake loss on a motorway to, in one case, apparent dismemberment by vultures. In all cases, witnesses have reported hearing an unusually deep or resonant voice proclaiming that justice had been done or, in several cases, seeing an eight foot, white skinned figure instigate the killing. In several cases, this individual then either vanished or walked through solid matter to escape, earning him the nickname "The Spectre". SUMMARY OF INVESTIGATION To date, this case is the most demanding I've worked on. Whilst X476-The Mass Haunting that occurred in New York in 1992 was logistically the most intense, this case has, to date, the widest chronological range. Which, at first glance, was our stumbling point. The killer by definition had to be non-human simply to have lived this long. Agent Hanrahan's suggestion of an ex-military man, or someone with supreme physical fitness was discounted almost immediately. Whilst this case was demanding, the amount of 60-80 year olds with the body of a professional athlete are remarkably easy to track down. As a result, the first task necessary in the case was to attempt to isolate what Awakened group the killer belongs to. He's been seen in daylight on three occasions, so the Vampires were instantly ruled out. Likewise, reports have all placed the killer as humanoid, ruling out the Were Races. From what little we know of Magi, such "vulgar" magic as the killer uses would cause great discomfort and pain for a Mage so, again, that group were discarded. Intelligence on Changelings is insufficient to draw any conclusions at present but, from what we could tell, the killer seems too "unsubtle" to be a member of that faction. Also, no Immortal has, to date, exhibited the abilities of the killer, effectively ruling that group out. As a result, we had a Wraith. Or at least thought we did. Almost two weeks of man hours were spent in the National Archives, tracing every single victim to look for a connection or a common acquaintance. Also, Agent Hanrahan made the excellent suggestion of an unknown parahuman of some kind or possibly a Vigilante identity being "kept in the family". Whilst this second theory proved fruitless, Hanrahan's first thought led us to the truth, or at least the start of it. Our first lead came with the earliest victims. Tracing from them forwards, we discovered that almost half the "Spectre"'s victims were members of the Vicenzo, Carillon or Tanaska Crime Families or connected to them in some way. Indeed, the first three victims were Don Tanaska himself, along with "Hands" Michaels, a bare knuckle fighter and thug in his employ and "Bookeep" Quinlan, his right hand man. All three were being investigated in connection with the disappearance of one Detective James Corrigan of the NYPD. Tracing back further, we discovered that Corrigan had been the most decorated cop of his time and had last been seen following up a lead on Tanaska and Carillon's opium smuggling ring. Five years after his disappearance, a lead barrel was recovered from the bottom of the Hudson, caught in a dredger's scoops. The skeleton inside had been tied and bound and dental records showed him to be James Corrigan. At this point, I thought we had our Wraith. As countless cases have shown, Wraiths are fully capable of interacting with the "Quicklands" and it didn't seem beyond the realms of possibility that Corrigan's soul was committing these murders. Working with Corrigan as our prime suspect, we isolated a photo of him and began checking all the eyewitness accounts of the murders. Only three hundred of the murders had witness but of those, 170 report seeing a man matching Corrigan's description speaking or struggling with the victim moments before death. A further hundred reports showed that a Private Investigator called James Corrigan, and matching the Homicide Officer's description, had been investigating these individuals prior to their death. At this point, Agent Hanrahan's theory fitted into place. We were clearly dealing with either two individuals(Corrigan and the pallid gentleman)or two SIDES of the same person. Regardless of which alternative was true, the fact remains that James Corrigan, a man who died in 1941, has been seen walking the streets of New York, two days before writing this report(See appended photos and video tape). Whilst Agent Hanrahan attempted to talk with Corrigan, I pursued possible leads as to the identity of his "other". These eventually led me to one Cyril Locke(See X109-Questionable Individuals). Locke told me that there are certain constants which must exist, certain forces which need to be embodied in order for the universe to function properly. He elaborated, stating that the being we have been tracking, or at least part of it, is the Wrath of God. He showed me documents, recovered from several Egyptian tombs and locations in South America, detailing the exact cause of many natural disasters. According to these, the Wrath of God was little more than a spiritual robot, a device dropped on Earth whenever justice needed to be meted out and then retrieved. In this way, the cities of Sodom and Gomorrah were destroyed, the great flood caused and the Tigris and Euphrates valley created. However, it appears that the device began to evolve, deciding that all human life was guilty ad must be punished. It ran riot over the Earth, causing plague and disaster wherever it went until God, in his anger, bound it with a human soul. Locke showed me the missing sections of A TALE OF A THOUSAND NIGHTS AND ONE NIGHT, detailing how this merchant, Azouk Ibn Gnaza and his entire family were killed by an early Cult of Ecstasy Mage so she could experiment with their Wraiths. The merchant, in his fury, railed to the heavens that Allah was not just and it was this burning desire for justice, and vengeance that led Gnaza to be bonded with the Wrath, creating the Spectre. Locke went onto explain that the Spectre provides the magical "muscle" whilst the soul it is fused with enjoys renewed existence, eternal good health and the holy mission to punish all wrong, wherever it occurs. Once the soul feels it can rest, it moves on and the Spectre is bonded to another. Whilst this is difficult to impossible to believe, I must ask the reader to remember two things. Firstly, that Corrigan is flesh and blood and walking the streets and secondly, that every single person killed by the Spectre has been guilty of a capital crime. Whilst I identified the Spectre, Agent Hanrahan met with Corrigan. I am unclear about exactly what happened, but Hanrahan claims that Corrigan was loud and abusive and refused to talk to him. When pressed, Corrigan attacked Hanrahan, breaking his jaw before fleeing into the Church of St Martin's on the Quay, where he lives. I find this difficult to believe, as Corrigan should, by rights, welcome any Law Enforcement Officer{I deeply resent what Agent Shenko is implying here}. As a result of this, Corrigan, now working as a Private Investigator, has not answered any of my calls and letters. CONCLUSION In short, the investigation is at a stalemate. We know Jim Corrigan is alive, after a fashion and that he is the embodiment of, quite simply, The Wrath of God. To be frank, I feel unclear whether to recommend further investigation, or to proposition Corrigan into the Bureau. Special Agent Catherine Maria Shenko Playing The Spectre in the World of Darkness General The Spectre should be played irregularly and, when he appears, with devastating consequences. Time and again, his punishment is swift, painful and utterly brutal, with no hope of redemption for his victim. As a result, Corrigan should be played as the level-headed police officer he once was. Corrigan provides the judgment and intelligence, effectively doing the legwork for the case. Once he's isolated a sinner, the Spectre is then unleashed, deals with them and then reverts to Corrigan's form. It should be stressed that there is a certain overlap in the personalities, meaning Corrigan is very extreme in his beliefs on justice and the Spectre is capable of thought and showing mercy. One other major point is the presence of Father Patrick Gerrold in Corrigan's life. Gerrold is a Priest who's served with several of the more unusual institutions in the World of Darkness(For example, in my games he was Chaplain to Ravenscar Mental Institute for four years). As a result, he acts as confessor and counsellor to Corrigan, who often feels torn between his desire for justice and the horrifying methods of killing the Spectre uses. Father Gerrold will often accompany Corrigan on investigations, and is capable of calling in favours from some of the more powerful individuals on the planet(Again, in my games Gerrold is a close friend of Nathan Vincent, head of the Patriot Resistance movement and Colonel Marcus Raymond, Intelligence Advisor to Richard Llewellyn, Prince of London). He is also acquainted with, and often provides sanctuary for, the Demon Knight Patrick Duffy. Other Races' Views Camarilla: Swift, deadly and unstoppable. Never kill when you can just feed, never use the mortals as toys. Always look over your shoulder. Sabbat: I refuse to be frightened by an eight foot white man in green trunks. Garou: Order embodied! He may be the last hope for us. When we are gone, we will laugh as he hunts and destroys our killers. Revere him, and help him when he allows you. Magi: Be very careful when dealing with him. The being is either a Marauder with godlike abilities, a rogue Progenitor construct or something genuinely unique. Study, and study from afar. Wraiths: A good friend. He has allowed many of us to transcend. Help him when he needs it. Changelings: Fascinating. An individual obsessed with order, who uses such terrible methods to achieve it. One of our favourite contradictions. Immortals: He respects us, and our ways. Unlike many others, he will only interfere when to do so is just. PHYSICAL DESCRIPTION Corrigan is a tall, bulky man with ginger hair with a white stripe running through the middle. He is massively well built, constantly threatening to break through his Armani suit. When he speaks, he does so with a broad New York/ Irish accent. By nature, he is a friendly, affable man, unless with someone he's investigating. Then, Corrigan is cold and distant, polite to the point of intimidation. And the cold fire of the Spectre's eyes burns through his. The Spectre itself is an equally imposing figure. Eight feet tall, it tales the form of a male human(Loosely mirroring Corrigan's own). Dressed in a hooded green cowl, green boots and green trunks, it's manner is cold and furious when it speaks. With allies, it is formal and distant, but shows respect.
